Although the Saturn C-2 would be able to launch the Kennedy's challenge 11 spacecraft on a lunar reconnaissance, a larger launch vehicle would be required for a direct ascent landing mission. The Saturn C-2 was expected to be capable of injecting 8 tons onto a translunar trajectory, whereas a landing mission might require in excess of 36 tons, and this would involve either multiple Saturn C-2 launches and assembly of the spacecraft in Earth orbit prior to setting off (this being von Braun's preferred mode) or the development of a single launcher (which von Braun warned might pose too great a leap beyond the state of the art).

After serving on the team that laid the groundwork for the creation of NASA in 1958, George Michael Low, then chief of the special projects branch at the Lewis Propulsion Laboratory, was reassigned as program chief for manned space flight in the office of space flight development at headquarters.
